William Hurlock, the managing partner of Mueller Law’s New Jersey and New York offices, is a trial attorney specializing in litigating False Claims Act (qui tam), product liability, commercial litigation and mass tort cases. He is experienced in all aspects of litigation, arbitration, mediation and appeals. In addition, he represents clients in class action and national mass tort multi-district cases.
Mr. Hurlock served as the lead attorney in several health care False Claims Act cases that have resulted in significant recoveries on the United States’ behalf and represents individual relators as part of these lawsuits. He also successfully obtained releases of wrongly incarcerated inmates and attained criminal expungements in pro bono matters. He is admitted to practice in the Courts of New Jersey, New York, Connecticut, Pennsylvania and the District of Columbia.
While in Washington, D.C., Mr. Hurlock served on the staffs of three offices of independent counsel: David M. Barrett, investigating allegations concerning the United States Secretary of Housing and Urban Development, where he served as a federal prosecutor; Donald C. Smaltz, investigating allegations concerning the United States Secretary of Agriculture; and James C. McKay, investigating allegations concerning the United States Attorney General. He also worked for a United States Congressman and a Member of Parliament in the British House of Commons.
From 2002 to 2013, Mr. Hurlock served as an adjunct professor teaching health care law and legal research and writing at Seton Hall Law School. He was an officer and barrister in the Arthur T. Vanderbilt American Inn of Court, an association of lawyers and judges designed to promote legal excellence and civility in litigation.
As a testament to his success, Mr. Hurlock has been named among Marquis Who’s Who Top Lawyers, Lawyers of Distinction, the New Jersey Monthly Top Attorneys, a New Jersey Super Lawyer and earned a Martindale Hubble Peer Review Rating BV. The American Lawyer magazine and the Corporate Crime Reporter featured him for his professional achievements. Additionally, he received the Township of Montclair’s Historic Preservation Award for saving a historic train station and a Lawyers in Excellence Award for civil litigation.
Born and raised in New Jersey, Mr. Hurlock has been a resident of Montclair for 21 years. Since July 2012, he served as the First Ward Councilor for the Township of Montclair. He also served as Deputy Mayor.
Additionally, Mr. Hurlock holds multiple civic positions, including board of trustees member for the Family Service League/Sexual Assault and Violence Education, board of directors member for the American Red Cross of Northern New Jersey and he is a part of Montclair Board of School Estimate.
Given his extensive experience and knowledge in health care law issues, Mr. Hurlock appeared on several television shows and media outlets such as: News and Views, Special Edition: Health Care Fraud; Meet Clifton;Conscious Media Festival; and Celestial Space Radio. Additionally, Mr. Hurlock published numerous articles and served on several panels relating to healthcare law and litigation issues.
Mr. Hurlock said he would like to run for Congress and continue to serve the public in different roles. As for the next generation of lawyers, his advice is to enter the field for the right reasons, not necessarily for self, but for others.
