Caroline Norman Frost is a Maryland criminal defense and DUI/DWI trial attorney based in Annapolis, Anne Arundel County, Maryland, and the founder of The Law Office of Caroline Norman Frost. She represents clients throughout the State of Maryland in both felony and misdemeanor matters, including criminal defense, DUI/DWI and traffic offenses, domestic violence-related charges, and protective and peace order litigation.
 Before opening her own practice, Ms. Frost served as an Assistant State’s Attorney, providing her with firsthand insight into how prosecutors investigate, charge, and litigate criminal cases. She now uses that insider perspective to anticipate the State’s strategy and build proactive, detail-driven defenses designed to protect her clients’ rights at every stage of the process.
Ms. Frost is known for thorough preparation, strategic advocacy, and direct client communication. Her practice regularly involves complex issues of constitutional policing, evidentiary challenges, bail and pretrial release, probation violations, and post-conviction relief. She conducts comprehensive investigations in every case, including a close review of charging documents, witness statements, and police procedures to ensure constitutional compliance and to identify weaknesses in the State’s case.
Her primary office is located in Annapolis, with additional meeting locations available across Maryland to serve clients statewide. Ms. Frost is licensed to practice in Maryland and is admitted to the United States District Court for the District of Maryland.
Ms. Frost earned her Juris Doctor from the University of Baltimore School of Law, graduating in 2014, and was admitted to the Maryland Bar in 2015.
