Frank is a distinguished trial attorney with extensive experience leading jury trials across Texas. He has earned recognition as a Top 100 Trial Attorney and Top 10 Insurance Bad Faith Attorney by The National Trial Lawyers. Frank’s notable 1st chair jury verdicts include:

  • 2024 -- premises liability in the amount of $345,000 in Gregg County;
  • 2023 -- oilfield injury in the amount of $4,000,000 in Dallas County;
  • 2022 – MVA in excess of policy limit in Gregg County;
  • 2021 -- premises liability in the amount of $1,380,000 in Smith County;
  • 2021 – MVA in excess of policy limit in Tarrant County;
  • 2016 -- oilfield injury in the amount of $3,374,000 in Gregg County;

along with numerous other MVA, insurance bad faith, and WC jury verdicts from Ft. Worth to deep East Texas.

With an extensive background in the insurance industry, Frank brings invaluable insight to his firm, Roberts & Roberts. He is a multi-lines insurance adjuster and an industry expert, serving as an expert witness in courts across Arizona, Colorado, Oklahoma, and Texas.

Frank is licensed to practice law in all federal and state courts in Texas. His practice focuses on handling complex cases, including catastrophic trucking and motor vehicle accidents, as well as industrial, oilfield, and work-related injuries. Frank is board-certified in workers’ compensation law by the Texas Board of Legal Specialization. He is also a member of prestigious organizations such as the American Board of Trial Advocates, Attorneys Information Exchange Group, Million Dollar Advocates Forum, Texas Trial Lawyers Association, and American Association for Justice. He also holds OSHA and SafeLand Drilling certifications, providing him with deep insight into workplace safety practices.

A champion for Texas consumers, Frank has testified twice before the Texas Legislature on crucial insurance reform matters. His work investigating power line injuries led to the passage of Texas House Bill 4150, also known as the Power Line Safety Act, mandating electric utilities to adhere to minimum clearance requirements in transmission line construction. Frank frequently shares his expertise through lectures, consultations, and testimonies, particularly regarding unfair insurance claims handling practices.

Frank earned his Bachelor of Business Administration in Economics from the University of Texas at Arlington in 1993, followed by his Doctor of Jurisprudence from South Texas College of Law in 1998.   Frank lives and works in his hometown of Longview, Texas. He and his wife are proud parents of three daughters and one granddaughter.
