John Rooney was born and raised in Philadelphia. After graduating from Temple University with a B.A. in Sociology, John spent two years working with AmericaCorps, to engage students in urban Philadelphia schools; in 2005 -2006 with City Year Philadelphia, and in 2006-2007 as a teacher at the Youthbuild Philadelphia Charter School. As part of that work, John organized community service projects and developed a class that uses hip-hop music and other urban art forms to encourage students to be aware of the problems in their communities and to be active in solving those problems.

At the University of Pittsburgh School of law, John earned the Murray S. Love Award as the top finisher in the school's Mock Trial competition, and after that he participated in the National Trial Competition hosted by the Texas Young Lawyers Association and the American College of Trial Lawyers. He was also awarded by the school a Certificate in Civil Litigation. During his summers in law school, John worked as legal extern for the Honorable Judge Glynnis D. Hill of the First Judicial District Court of Common Pleas, as a legal intern for Max Kennerly at The Beasley Firm and as al Law Clerk at the Delaware Law Firm of Kimmel, Cater, Roman & Peltz, PA.

Following graduation from law school, and passing the Pennsylvania and New Jersey Bar exams, John immediately started his own law practice. John is the founder and managing partner of The Law Office of John F. Rooney, V. The Law Office of John F. Rooney, V practices in the areas of Criminal Defense, Personal Injury and Employment Law. Additionally, John represent small and medium size business in legal disputes. In addition to serving as the managing partner of The Law Office of John F. Rooney, V, John also serves a pro bono attorney for the Democratic City Committee of Philadelphia, focusing on providing pro bono legal services to low-income constituents. John also serves a pro bono trial counsel for the Democratic Committee of Delaware County.
