Brooks graduated on the Dean’s List from West Virginia University in 1996, and subsequently earned a Doctorate of Jurisprudence from the Thomas Jefferson School of Law in 2004, decorated with numerous awards. For example, Brooks was named to both Thomas Jefferson School of Law’s Dean List and the National Dean’s List in 1999 and was awarded the American Jurisprudence Award in Torts (Personal Injury Law) for achieving the highest grade in his class.
